Local alternative to dropbox

Hi guys and girls,

Does anyone know of a reliable service similar to dropbox that is hosted locally within SA borders? I have a client that needs to host files between multiple sites but due to the nature of the documents they can't legally store them on an overseas server. Something which supports encryption would be best, but at the moment they're getting desperate for any solution. I estimate the size of the data to be between 5Gb to 10Gb at present.

Owncloud, on their own server.
 
Owncloud is probably the only way that they can be sure that they are complying with this requirement. Plus it shows due diligence.
 
I bet it's probably SOP yes.

Because I am not aware of any "Legal" law regarding this
