Local bandwidth throttled?

Hi

I was on the verge of signing up for adsl this afternoon when the lady (Telkom) mentioned to me that as soon as I'm capped, local downloads are also slower.
I asked her to confirm this and also tell me since when this was implemented. She came back and told me its always been like that!
Is this true or am I missing something?
Anyways it put me off the whole business so I cancelled the order for the moment.

Thanks people, this is so unprofessional of Telkom its infuriating.
 
PS: does it say in the service agreement that only intl bandwidth will be capped? What stops them from doing it with local bandwidth as well.

"Always on" became "always available"
"3GB upload or download" became "3GB combined upload and download"
Port shaping nether got a mention at first. etc.

The advertising standards authority (search the site for correspondence) has already ruled, by precedent, that whatever is currently displayed on the web site is the contract, not what was displayed at the time on purchase.

I agree with Guest, the lady at Telkom may know better than us what Telkom has in mind.
