Local loop unbundling (LLU) gets new deadline

The Independent Communications Authority of South Africa (ICASA) has announced that it has set a new deadline for the publication of Local Loop Unbundling (LLU) regulations: 4 March 2014.

So which is it. LLU or regulations? :confused:

No that it matters anyway. They will miss the deadline if it read 4 March 3014.

I suggest Pieter Grootes shut it rather than make grand pronouncements.
 
It will be what 10 years later than the rest of the world?
 
ICASA is like a nun wearing a g-string. Lots of promise, no action.

And the MSAN curveball? Will it force other operators to buy/build their own?
My guess is that it depends who packs the regulation writing team.
If there is a knife in for Telkom (which I suspect to be the case) the field will be open to ECNS licence holders "of sufficient market size" (you know to protect the public against small operators...) to basically piggy pack onto Telkom's MSANs and we will truly have a wonderful example of regulatory capture. Investment incentive will evaporate and their will be a tragedy of commons. Of course Telkom may respond by going the legal route and the mess continues.
On the other hand if the regulations are written to favour Telkom then well 1996 rings a bell ...
All that a person can hope for is that the regulations are written by people who care about the internet and have at least a rudimentary understanding of things. But for f%%%s sake ICASA has regulations which apply and IIRC Neotel has made one instance of an application which is tied up in the CCC. Let Telkom do its asset revaluations and so on, get the minister to stop sticking her shoes in Telkom's ass and start enforcing the bloody rules. Things will fall into place if you let them.

Thats where you are all wrong, this is a solid date, and will definately be a real date. It has been confirmed that there will definately be a real announcement around this date. At this point, it is as yet undecided, as to what that announcement is, but there will definately be an announcement.

Once we have made the announcement, we will set a date for a new announcement, and will also stick to that announcement date. We suspect that before the sun burns out, we may have a final announcement, regarding the partial progress, around some of the deliverables, and their suspected delivery dates, and partial impact on world peace.

The deadline appears to be the date for the publication of the regulations (maybe even just for comment?). The date they come into force could be another few years. Assuming the publication deadline is adhered to in the first place.
