Is local traffic not suppose to be free?

If so, why are certain ISP's advertising local at a fee?

This is very confusing .. well .. so is Africa ....
 
Hi. But sorry. Local traffic have not been free for over a year now.

According the the recent adsl regs local is merely excluded from the capping.
3.4 Local bandwidth usage shall not be subject to the cap.

But then when will this be in effect. What will this do to local-only access accounts? Will they fall away or will you get a free local only account that is uncapped from a ISP like Openweb?
 
when IS or rather SAIX/Telkom see fit/forced. Till then saix will not offer it free and non of the other providers like taking the lead. Currently regulations force this issue on ISP's cause well icasa are stupid like that and isp's can't exactly offer it when they themselves are charged per traffic regardless of whether its local or international(from saix in that case).

My guess is they'll end up offering uncapped local accounts for a premium of course - at least when they're actually forced to do something which means we'll have to wait for someone with the gumption to do the forcing.

I read somewhere some oak jabbering about Local isn't suppose to form part of the international cap, and also stated that the initial cap of 3gig or 2gig is international rates. Doesn't say local cap has to be free, just doesn't say local cap has to be included with the international cap. So basically they can charge u a extra amount per gig for local data afterwards.

Wich i personally think is a crap idea to start with..
