Local vs Overseas ETH price discrepancies?

Totally green at this but was looking at ETH pricing, why the discrepancy between say a Coinbase and local Ice3X platform?

The second image is using a different exchange. Remember that the prices will be different at the different exchanges. For instance at Luno the demand may be more than at some other exchange.

At Luno you can go look at the current buy and sell orders and that's where the price comes from.
