like internet price structures don't play a role in this. Some of these companies should put more pressure on the government to lower prices, so business can develop and "help" the country grow.

I doubt that most companies would be interested in helping their employees spend more time smurfing online sites that aren't remotely related the jobs they're being employed to do - as long as the intranet & lan & email server(s) work properly then companies probably view highly contended external browsing as a plus factor [as it would discourage employees due to the slowness]...

There is another way of looking at it. Companies generally benefit from a presence on the web and more people with internet access means more money for online retailers.
