Local "zero rated" ftp servers?

Hi all I was wondering if anyone still knows of any local ftp servers that are so called "zero rated"?
I seem to remember there being some.
I'm looking to download the 1809 iso for win 10 and hoping

I doubt any ISP's even do local only data anymore, nothing will be zero rated, it's going to use data no matter where you download the ISO from.

All this content is hosted by CDNs locally and available via open peering, so it costs ISPs nothing for this content. But I don't know of any ISPs that zero rate this on capped packages.
