All ISPs are rubbish. Some are just more rubbish than others.

I agree, but would reword your statement to say that all ISPs are not consistently reliable, although some are more reliable than others.

Totally agree with your statement.tstatement.. Every ISP do have hiccups and there is nothing you can do about it.
