Hey, currently using an ATI 9700pro AGP graphics card & was trying to connect to the TV today via a Svideo cable but the catalyst control panel does not pick up the TV and therefore does not allow me to enable it.

Would anyone know of a program that can force it to display through the S-video port on the graphics card?

TV on ?
TV on the correct "channel" ?

I had similar problems with my old notebook that had an ATI card. Only way to get it to see the TV was to turn TV on, set the correct channel, connect cable, THAN power on the machine.

Have you tried all three mode settings on your TV (NTSC / Pal I / Automatic)?
 
well it goes from the PC into the AV part of the TV, not much more I can do there, it just won't let me select enable in the ATI control panel because normally that is what will clone the image onto the TV
 
Your TV may only be detected if it is in the AV/Svideo mode before your PC boots. Try that.
 
Tried that and then also found an option in the control centre for force tv detection and still nothing
