I believe it was online, but you had to download the launcher from the websiteThat looks nice though, was it an online game?
Midnight Club 3 PS2, was on another level. The nitros boosts on a drag made this game fun.I have been searching for a while but these games you can drive around:

Was more Juiced graphics but just drag racing
Not sure if it was PC only.Was it a PC game? I can't help with console games. Back in the 2000s most racing games were arcade games. The only NFS I ever liked was Porche and that was back in 2000.
NFS: Underground was a response to other games like Midnight Club. Not too many drag-only games which allowed customizations.
I used to spend countless hours playing Nascar.
Resident Evil 3?Not sure if it was PC only.
All I remember was the awesome customization and you could beat the game if just learned how to drag correctly.
Then after each race was change your neon lights and stuff.
When I tried ripping the game my 2* cd writer kept bombing out.
And when I tried borrowing it again, the dude said I still have it and never gave it back. More than 12 years back.
Will go through each listed game here and confirm.
All I remember was him playing Resident evil 3 when I borrowed the game and of course giving the game back to his mom
