Looking for canteen meal control solution

Hi,

I am looking for a canteen meal control solution.
Basically, a user must be issued with a RFID card or similar to scan, print out a slip indicating breakfast, lunch, or supper depending on the time of day. Card can only be scanned once for each meal time. The software needs to keep track of cards scanned, dates, times, reports, etc...

Does anyone know of a software that I can use or company that can do this?
I would prefer to try and do as much of this myself, but I'm not software developer....

You will need to build this from scratch best to outsource this to a dev company if you are not comfortable yourself. There is a lot of principles going to be at play here which an inexperienced dev might not know or be able to keep track of.

I recently had to build a system using Bluetooth beacons (tags) to handle crowd access at a concert (so not similar to yours, but in a way it is, version two I would issue RFID tags instead of Bluetooth based, but we had the beacons already.)
