This is more a case of typically piss-poor South African journalism than any fault of the lotto or its organizers.
It's not a scam simply because it doesn't need to be - the organizers are obviously doing quite nicely running things as they are. nobody would run the lotto for free, it's a business like any other and the people running it are turning a profit - it just happens that in this business they also give a lot of profit to charity, and some to the customers
