You don't have to waste time reading tech sites. Just go search Windows Central. On there Microsoft has been quoted a number of times confirming a Feb release. Microsoft officially said it also on Twitter repeatedly over the last few days. If you watched the Windows 10 event a few weeks back, you also would've heard it.I haven't read any official communication that it will be feb, just speculation on tech sites. Also they will release the tech preview first which is not the same as the dev preview that we use.

More official than that you can't get.
My suspicion is that it will arrive along with the Feb build of Windows 10 for desktops. By looking at what's been happening over the last couple of days, I suspect it might happen as early as next week. If we are really lucky, it should happen this weekend already, but I am not really expecting something before sometime next week.

Well Arthur was referring to the Insider Program in February, so then you are the one who got confused.
I was under the impression that Microsoft would start the roll out from 16 Feb 2015.

It's not dependent on Microsoft. They can roll out software updates OTA, firmware updates like Denim is operator dependent
The developer preview will only give you the OS updates. The firmware updates are limited to the service providers. You only get that when the service provider ok it.
