Unlikely - someone pointed out that they've anchored the rear wheel (a brick, but anyway) and all the cement has already been dumped. Doing that after the fact doesn't make much sense. Unless of course they were trying to stop the cement from drying inside the drum. But the brick? That truck wasn't going to go anywhere.

M&R will probably get hit with penalties as well due to the unexpected delay on this project.

Wonder just what went wrong, the steel construction should've not buckled even with a strong gust of wind.

I heard the scaffolding (which seems to be the culprit here) was sub-contracted to a third party, who would have used their own engineers to sign off on the work.

What I mean is don't point fingers solely at M&R until all the parties involved have been investigated

In the public's eye M&R will be responsible (for now) until a full report can be released, clearing their name and pointing out the real culprit(s)/cause of accident.

I did not say it was their fault, just that they will probably be hit with penalties as they're the main contractor & will most probably pass the penalties off to the subcontractors.

?Truck hits bridge. Contractors move the vehicle to a more convenient location while they inspect damage. Bridge support is left compromised as a result of the impact by the vehicle. While they're assessing the damage.... a gust of wind picks up. The now vulnerable support gives way and the deck collapses?

Because if it sets inside the drum, you can just as well throw that drum away.

It is possible that the brick was placed after and they dumped the concrete to save the drum but the bridge still fell towards the truck, if it hit the scaffolding it most likely would have fallen away from the truck
