Make 16GB read as 4/2GB?

Delete the existing partition and create a new 4 GB partition. Leave the unused space unpartitioned.
 
I can not partition it. It's an external drive. I've tried disk management, no win. I've tried diskpart as well.

Windows Disk Management should see it just fine (You might have to scroll down in the list to see the drive).
If it doesn't see it, or refuses to partition it, then there is something wrong with the drive.

Be very careful when working with partitions. You could accidentally erase the wrong drive! :p

It is a memory card, or something close to a FDD, get it now?

No, I still don't see the problem. Memory cards also appear in Disk Management, the same as flash disks.

And BTW, a memory card is nothing like a FDD.
A FDD has a spinning disk and a circular piece of magnetic media which is read by a head.
A Memory card is static memory. There are no moving parts.
A FDD operates from Drive A or B.
A Memory card will always appear after your main hard drive and DVD drive.

Not as in floppy, but as in flash. Thanks, I'll check out the link and try it out.
