He's lucky he "got burned". I've seen more than enough guys die from being electrocuted.

While there's one side being sympathetic, there is no excuse for his actions, which beyond being illegal, points to a severe lack of intelligence - stealing cables out of a live circuit doesn't give high hopes for his future.
