Man severely burnt during failed cable theft

There is only one way they will get anything out of him. Prison or he loots them/us elsewhere to pay back. Either way, the tax payer losses in the end.
Would insurance companies attempt to recover losses from criminals when they are convicted?

If only there was a prison island (preferably with zero electricity and zero food) frequented by hungry sharks where such criminals could be incarcerated.

The hospital staff should hook the criminal up to the mains and sell the crackling to some sangoma.

BUT,
when he is all well again he will blame apartheid, the white man, Jan Van Riebeeck, and Verwoerd for the fact that electricity burns and can kill.

It's a problem way beyond just the guy who wanted to steal the cable. To me it should be the buyers/sellers behind the scenes that we never hear of that should be burned to hell.

All highlighted ones are unregulated and fly below the radar.

Not quite true as it is covered by the Second-Hand Goods Act 6 of 2009 but, as per normal, the will to enforce it is lacking!
