A couple of years back a group of experts got together and had a think-tank session where they identified various plausible scenarios to take a foreign state down starting with cyber attacks, and what measures can realistically be implemented to protect self. Naturally the various US Defence arms were there. What is happening now, is by no means unknown to them. The severity of the simulations were 100x greater than this mere "warming the keyboard and mouse" exercise.
