Massive Eskom investment needed

It will take an investment of at least R1 trillion to prevent South Africa from becoming an energy-scarce country, Public Enterprises Minister Alec Erwin said.

So, can Mr. "Not a light in our lives" Erwin say exactly WHAT the 1 trillion is needed for?

Its very easy to throw figures like that around, but how did they get to it? What are their plans?
