Neither. I would personally choose Falken SN832 Sincera which is available in your specific tyre size. Not many specific model to choose from this size 175/70/R13.
Pirelli, Hankook, Bridgestone, Michelin are neither available in these size 175/70/R13. Goodyear Duragrip and Continental EcoContact 3 seems to the only models available for this size 175/70/R13.
