A CEO supports his/her family financially, pays his/her own holidays, buys his/her own clothes, pays his/her own travels and expenses, earns a bonus based on his/her performance (debatable sometimes sure) but most importantly is accountable for his/her actions to the point of being liable to dismissal if the CEO is underperforming or causing embarrassment to the company.
Mbeki does NOT pay for his travels (and he travels a lot), holidays, clothes, food, housing (whether it's rent, accommodation, whatever), international accommodation, security, etc etc etc. Furthermore, despite MASSIVE embarrassment caused by Mbeki all over the world for South Africa in terms of "HIV does not cause AIDS", he is still the president. He is therefore completely immune to accountability.
