Seems he knew exactly what he was doing. Not being able to do calculus is not a mitigating factor...
 
If he can comprehend what he did or had any premeditation; then he should be punished just like any other criminal.

Really? What country allows three yr olds to vote?

If having an IQ of less than 70 means you are not as responsible for your actions as everyone else, then you aren't responsible enough to vote. You don't get to have your cake and eat it too, sorry worshippers of inferiority.
 
I must say, I admire the "never say die," albeit deluded, attitude of reactionaries like TheHiveMind on this forum.
