Metrorail is bankrupt.

Has work not stopped because they have discovered an old anchor, old harbour wall and parts of a timber jetty beneath the station?

I read that on skyscrapercity, yes that would certainly derail the completion but work has stopped because they have not paid the contractor

Wot, I'm glad you think the trains where working in '94 when they took over. The service level was just as poor in the early 90's as what it is now. The old government was already cutting back by 93/94.

I've used the Strand-Cape Town intermittently over the last 20yrs and my travel experience still remains the same.

While our government has failed, you cannot ignore legacy issues. Government institutions thrive on it, sure the faces change but the corruption remains.
 
In the Western Cape, the DA now wants to give PRASA and Metrorail money so that they can accelerate their plans and upgrade trains and buy new trains.

This is obviously the Dutch's fault for colonising this backwater country in the first place.The local indigineous people would have been better off without the imperialists influence!
