They mean that Vista was a complete code rewrite. Over the past 10 years the other OS versions were just a series of upgrades to the same code base.
Vista is a "new" OS (one which I won't bother installing for at least another 3 years).

Heard the same BS when XP came out, and just about every other version of Windows. Vista is just another upgrade of the NT/2000/XP/2003 codebase. Of course it is not new. It might be marginally more notable than previous upgrades, comparatively, but OTOH it did take around six years, about twice as long as other upgrades.
