It is illegal. You can't just say it is ex vat. You have to include both prices:

She maintains that if there is no clear indication otherwise your price is deemed VAT inclusive. You may however state that it is exclusive of clearly stated.

This is in B2B context, not consumer setup, so that may have an influence.

VAT Act states: "both prices must be advertised or quoted with equal prominence and impact." So yes you can show price ex vat, but it must state that and both prices must be shown.
