Milnerton - Sluggish connection

Hi, for the last while (2 weeks or so) my connection here in milnerton has been terribly slow. I have the 4mb 20gb solution from telkom. I've had the techie come by me. He cant find an issue. ....

I've shut down my pc and installed the speedtest mobile on my phone and it gets 800kbps down 1200 up...

If anyone knows what the issue is dont hesitate. I've plugged the router directly into the wall. didnt help.
 
something is ***** by the telkom. they says nothing wrong on their network. having same problem since june.
 
I`m also from Milnerton , this is the worse traceroute that I ever had , sure there is a problem

This morning at 7:30 I ran speedtest and I got 3.6mbps down and 1.4mbps up. now im back to 0.3mbps down and 1.2mbps up

Hi There,
Have you checked with the ISP as to how much data you have transferred? They may have throttled you under their fair usage policy. Often they will throttle during business hours and give you more back after hours

I do not have an uncapped account. This doesnt just happen from 9 till 5. I'm on an unshaped WA account right now. same story.
