I recieved a message with an attachment but which came out as garbled text.

Somewhere in the message it says that this is a MIME message.

What can I do to extract the proper attachment from this?

Well you could let the sender know, and have him send it again. I get that garbled text if there are line breaks missing in the mail header when I send attachments from my websites in php.

TNEF encoding?

What email client are you using? And do you know if the message was sent from Outlook?

It came from the Dept. of Education and we are using Outlook.

Yesterday I switched just for these 2 days (yesterday and today) to an axxess account away from our normal MWEB account. I did switch to the axxess smtp server so sending emails is not a problem.

It's likely radix-64 encoded. Just reverse it.
