Minister apologises for e-toll billing issues

JOHANNESBURG – Transport Minister Dipuo Peters has acknowledged there are problems with the e-toll billing system in Gauteng and has apologised to those who have been inconvenienced.

The minister was addressing Parliament's portfolio committee on transport this morning.

The controversial e-tolling system commenced on 3 December 2013, but since then a number of motorists have complained about receiving wrong invoices and inflated bills.

Peters admits there have been a number of glitches and ‘teething’ problems.

“As a caring government, we are working very hard to resolve these challenges and ensure that people who use the Gauteng freeways receive correct, itemised and easy to understand invoices. We believe it’s important that the invoice is user friendly.”

Meanwhile, a 68-year-old man is demanding R1,500 from the South African National Roads Agency Limited (Sanral) as compensation for contesting a R13 e-tolling bill.

Randal Bason says photographs attached to the invoice show a bakkie which his son doesn’t own.

Bason adds he spent three weeks to contest the bill, and in his letter to Sanral, he demands R1,500 which he calls time and labour.

“I must have spent 48 hours so I think I’m under-billing them.”

President Jacob Zuma recently put pressure on Sanral to deal with billing bungles being reported since the launch of the system.

This is not the arms scandal that can be swept under the rug until its too late to do anything.
They know they can't force this as that would lead to more direct resistance.
Poor guy - one of these days they are going to be caught out and the whole thing will come falling down.
 
SANRAL, Minister admit E-toll problems

Sanral has been ordered to fix billing problems related to the Gauteng e-toll system, Transport Minister Dipuo Peters said on Tuesday.

Briefing Parliament's transport portfolio committee, Peters conceded there were teething problems with the electronic tolling system.

Peters's comments come after various complaints from road users in the province about billing and registering.

"There remains a need to educate road users on the way the system works and the various registration and payment methods available," she said.

"My instructions to Sanral... are clear and unambiguous. They must sort out the billing challenges and sort it out now."

Both Peters and the SA National Roads Agency Limited (Sanral) pointed out that all was not doom and gloom.

"A positive outcome of implementation of the system has been the identification of duplicate and cloned [licence plates], unregistered [vehicles] and vehicles without number plates," Peters said.

She urged all MPs to register, because as lawmakers they should be the first to comply.

Democratic Alliance MP Ian Ollis uttered that he had declined to register, earning him a tongue-lashing from Peters.

"I can't believe that you display that publicly... and you swore allegiance to the Constitution," a visibly angry Peters said.

She softened towards Ollis after he explained his actions.

"Minister, you've spread a falsehood here," Ollis told Peters.

"The law does not require any of us to buy an e-tag. South Africans can choose that they don't buy an e-tag, and that they'll be sent a bill."

Ollis said he was merely testing the system to see if it worked. He received his bill on February 3, which Peters later said was proof the system was working.

Sanral CEO Nazir Alli expanded on the teething problems. These included people making payments by electronic transfer via the internet, which posed a problem.

"You think you've made a payment... it can take anything from two to five days before that transfer reflects into the receiver's account," he said.

This was causing frustration as the money was "lying somewhere in cyberspace". Alli said he had spoken to the banks about the problem.

"Who is getting that interest? No one is giving us that answer," he said.

"You think your account is up to date. You go under the gantry and you suddenly find your account is in default," Alli said.

A slow internet system was highlighted as being a concern.

"We impact about 2.5 million users monthly. Like most IT systems, when you first start, there are teething problems," Alli told MPs.

The inaccuracy of the eNatis system meant bills were sent to wrong addresses, as many people did not update their information on this database.

The cloning of number plates meant that people were wrongly billed. Several interventions had already been put in place.

"We want to up the tempo as far as the education system is concerned. Some people are finding the web of ours not as friendly as we designed it to be, but we will make sure more information is available for them."

Alli said they managed to clear up 85 percent of complaints lodged with Sanral.

"The tolls system is stable."

*BZZT*WRONG* - Its a side-effect OF the e-toll! and its going to get worse

DOT and SANRAL: Please take your "cash cow" system and stick it where the sun doesn't shine.
The South African consumer has spoken - we can't afford another fleecing and will not be taken for another ride.

I don't see why she got upset. It's not illegal not to register and it's not unconstitutional either? This bloody muppet doesn't even understand her own department's rules.

The Minister of Transport is under the impression that it is against the constitution of the country to refuse to buy an e-tag?????? Ignorance and arrogance know no bounds!

You've implemented a system that could potentially generate tens of millions of EFT transactions with the retail banks over a month and you didn't think to implement some form of Bankserv integration so that clearing happens over night at the latest? That's remarkably stupid.

If I drive through 5 Gantries, is that 5 seperate bank transactions - or ONE transaction with the total? If its 5 seperate bank transactions, I wonder if SANRAL consulted with the banks on this.

They debit order you monthly if you're stupid enough to go that route. Alternatively, if you want to pay via EFT, it'll also be a single transaction. Unless you don't want to, of course.

That opens another can of worms... The monthly debit should be at the discount rate... and having your banking details on their file then extends the discount from 7 days to 4 weeks... even then its not a guarantee the Debit will release the funds. I wonder if they automatically quadruple the value if the debit is not sucessful :-P
