“The Bill has defined clear processes for appointment of people to the ICASA council which provides five definite categories for industry representation and revolves around being open and public. While the minister will have the power to agree or not, she will not be able to appoint friends and impose her decision on the panel,” he explained.

WTF ? Contradictions abound ... fsking politics ... how can she not be able to impose her power while still having the final yay/nay ?

That's like saying a judge cannot affect the outcome of a court case because of the legal procedures in place but the judge has final guilty/not guilty ruling power.

That MOC position does not need to have any say in the controlling authority. NONE !
Why does she have any say at all ?

you are correct sir - there have been a couple of articles confusing the ECB and the ICASA Amendment doodah - the two are of course very closely related
