Mobile payments to improve in SA

It's a sad state of affairs that we as consumers have to be so on guard to protect ourselves from unscrupulous dealers, worse so because the big players actually help the dealer rather than protect the consumer.
Steps I have taken to protect myself include using only prepaid on my mobile phone (not practical for everyone unfortunately), and have resorted to setting up special email accounts/aliases where these are required for example for store cards or online signups.

With the new Consumer Protection Act, class actions will become possible. This will provide an incentive for lawyers to look out for situations where large numbers of consumers have been taken for a ride.

If a WASP bills 30 million cellphone users for R1 each, that adds up to R30 million. It is not worth the effort for each consumer that lost R1 to take on the WASP. As a group, it is worth the effort though. In addition, the CPA could result in criminal sanctions.
 
Does anyone know if Vodacom actually implemented this, or was this just an announcement?
