Money transfer via MTN

Same as ABSA's "cashsend" which has found favour with scammers, this will be another option to them. Hopefully the receiver has to show he's ID, or maybe people should just be smart enough not to send money to untrusted strangers.
 
Absa's cash send saved my behind once. Lost my wallet, so my wife simply sent me some money using the cash send option. Worked like a charm.
 
Would the receiving branch not require a deposit taking license, or can a banking license merely be extended in this fashion under a JV. Would MTN have to guarantee the funds until such time as they are withdrawn?
