Monitor refuses to go to sleep

I have an old Samsung 23" 2333SW monitor connected to a Radeon HD5850, and no matter what power plan settings I change the monitor will never go to sleep.

It's been like this since I re-installed Windows 7 (64bit) a few months back, but now it's really starting to irritate me. It worked fine before.

The only application I have running in the background is AVG Internet Security 2013.

Does anyone know what could be the possible cause?
 
Try a reset of the monitor - push top button once, go down the menu to Setup, select Reset, Yes.

Re the power plan settings. Run "control powercfg.cpl" and re-check the settings after clicking on "Choose when to turn off the display" in the left panel - I set up my power plans but found that Win7 didn't save some of the changes - now got mine set to "Never" so it obviously never powers off; tested by changing it to 2 minutes and it goes on standby... btw I'm also using 2x 2333SW's ;-)
 
That is what I've resorted to... mechanical switching! :(

Is it possible that you have an application running that is keeping it awake? On my PC for example, my screen never sleeps even though it is set to sleep after 3 minutes because I have a security PVR app running. If I close that app, it goes to sleep after 3 mins.
