monitor user internet time

Hi,
I live in a retirement village and we have a four computer network which is avaiable to all residents. We have recently installed adsl broadband and I need to have a way to know who has spawned an internet process and how long they were using the net plus how much they uploaded or downloaded so that they can be charged. Just like an internet cafe.
Does anyone know if such software exists and hopefully if there is something out there which is not to expensive. I don't need or want to know which web sites they visited.

You said it yourself "just like an internet cafe" so what you'll need to find is internet cafe software, do a search for a program called TINASOFT EASYCAFE, that's what was used at a previous internet cafe I worked at.
