That's paid for in regards to monitoring down time, and basically all the free features are either built into WP or require the premium back-up and therefore are not free.

Nope, not at all - It's $10/pm to monitor uptime not that expensive. There are free alternatives with a lot of extra benefits but this has to be self-hosted: https://mainwp.com/

MainWP is pretty good in my opinion.
