It's marginally less, those studies they performed in SA and some other sub-saharan countries were seriously flawed, for starters the sample demographic was very small.
The risk after circumcision actually increases. Will have to find the data on that.
If it's adult men choosing to have the procedure done I have no issue with it.
Thing is this circumcision drive is backed by medical companies trying to push their products. For example the PrePex circumcision device is pushed by a jewish wife and husband team, the husband has some involvement in the WHO. Many of these devices actually lead to severe complications.
Another issue is if you want circumcision to be really effective you would want to excise the entire inner foreskin & frenulum as this is the tissue that is the most susceptible to HIV & STD transmission. Thing is none of the devices on the market can accomplish this, the only way to accomplish this is by free-hand circumcision, ie a surgeon using a scalpel or laser scalpel.
