More rain expected for Joburg

It's not extra rain or worse infrastructure. It's the massive property development over the last decade or so. Suddenly we have loads of concrete and tar instead of natural soil and grassland. The runoff off the hard surface is much more intense and much faster than off the natural ground.

This is true. Poor development more than decaying infrastructure.

However the litter all over the place that blocks storm drains is also a huge problem
