Usually your forwarding service gives you an address to use. Try that as the billing address- you're still gonna get the invoice via email. It's more to do with the credit card checks they sometimes perform.

Could be that it attempts to validate your billing address with your credit card billing address. The Play Store performs the same stupid check.

I'm not sure if Motorola do this the same way that Google do, but in my experience, after ordering from the Play Store, I would also be forwarded an invoice, only for the order to be cancelled a few days later.
