Need to move a gutter downpipe, seems like too small of a job for the people with the right tools do be interested in.

Anyone with experience know if I should bother attempting to do it myself without a hole punch tool?

Planning on drilling a hole in new location then cut an X with a jigsaw, fold the quarter rounds down and rivet the downpipe on.

I've got water pooling in a corner where it shouldn't, when you're done can you come and install a downpipe for me as well please?

Your method may work, provided that the downpipe is properly fixed and waterproofed. PVC gutters can be bought with a downpipe section that can be cut and replaced.

Also, your old hole will have to to be patched and waterproofed.
