MTN Blocking Ports?

A few days(19 Dec) ago I applied to have my number ported to Virgin from MTN (one of the old 083 numbers), today I phoned Virgin to inquire as to why my number is still not ported?? Seems the Donor has blocked the request (aka MTN), and seeing as I have been a prepaid customer since my very first day (I even have the original sim card) I could see no reason why they would block it and neither could the Virgin representative, she asked repeatedly if I was a contract customer and finally said she can try again on the 28th, WTF!!!! MTN is purposefully blocking the port for no reason! They are trying their very best to make it a difficult process to discourage people from transferring!

Are they legally allowed to block my request to port? If not with whom should I take it up?

EDIT: I just phoned them and the guy even confirmed it's one of the old prepaid accounts but I have to phone 083 123 7667 where they deal with this sort of problem but they don't seem to be very interested in taking my call... They are really trying their best to stop me from porting... *sigh*

Why would they want to make porting easier? The test is if Virgin will find out why they blocking the port.
