MTN, others axe roaming costs

I can never get used to the term post-paid for contract users
 
I'm confused. Who exactly benefits? People on MTN who travel TO those 3 countries ?

"All our subscribers, both pre-paid and post-paid on Safaricom, MTN and Vodacom, will be able to make both local and international calls on their current tariff plans, with no roaming charges, while travelling within these three countries,"
