Lately I have been having problems with my MTN data. My E367 modem only manages a 0.1Mbps download speed And that is with the modem set to WCDMA only.

Then I put my simcard into my Vodafone K3570 modem and I get a speed of 1.83Mbps
Thats nearly 20x faster.
When I first got the E367 modem about a month ago I managed to get speeds of up to 6Mbs.
Is the modem faulty, or is it a network problem???

I see you tested to two different speedtest servers. Try running the test to the same speedtest server on both modems and post your results.

I find the Neology server in Midrand gives the most consistent results.

Seems to have improved since this morning. This is the E367
And the vodafone K3570
But still not what I did get in the beginning.

Seems to be a case of loaction also all of a sudden. If the E367 modem is connected to a usb extension on my desk below my screen, (as I have been using them all the time,) it picks up a slow connection. If I plug it directly into the usb port on the computer, I get a faster speed. The distance between the 2 points is not even 50cm.......

Probably more to do with the extension than the location, see here:

After playing around with MDMA I noticed the signal strength changes with location- the normal position under my screen I get -103db, plugged in directly to the USB port it goes up to -101db, and connected to the cable, on top of the pc case, I get -97db, and this :)
Moral of the story- Get rid of all the junk on the desk that's blocking the signal hehehe...

Your signal stenght is ridiculusly low. Consider invest in self-powered USB 2.0 hub. With the hub you can use extension 3 to 5 meters and move hub/modem to the place of better reception, or more expensive option - external antenna.
