MTN, Telkom talk rumours re-emerge

The article just puts forth rumours of infrastructure sharing.. nothing else.. and they're rumours at best.

Would the impact of the proposed LLU policy not affect this? TM could simply apply for facilities leasing without having to merge with any other MNO.

Unless they are negotiating preferential rates, which would not be permitted under the proposed LLU policy (wholesale pricing, etc.).

well LLU under facilities leasing would mean that facility sharing must be non-discriminatory etc ... but my understanding of the economics of this is that a facilities seeker would incur seeking costs in order to get specifications for a request to make the facility - so it will cost Telkom to roam out and say Vodacom that tower there we want PQR whereas if two operators sit around a table and say

LLU of the "wireless loop" in my view is dead in the regulatory water - and it is what is annoying me about ICASAs approach at this stage. A service is subject to wholesale pricing principles which again would mean non-discriminatory but you can structure your pricing tariff to afford a bulk discount. So I really can't see a problem with MTN saying look our "APN pricing" (and I know I am giving the term APN more meaning than it itself actually has) is on a capacity sale basis of a formula that includes total capacity being pulled, the number of points on the network where traffic is offloaded and the billing settlement process. Smaller operators (ISPs essentially) will end up getting the same product as "8ta More" (from Telkom Mobile) but because Telkom is contracting in with a hell of a bigger capacity buy and on a hell of a lot more connection points the value from the giant bill is so much more. I also can't see anything discriminatory in Telkom and MTN agreeing to match purchases - so MTN purchases "IPConnect" and Telkom purchases "APN" - but these are services not facilities.

What the industry really needs though is for all of the guys to properly sit around a table and work on ways forward in cooperating in a manner that makes business sense. The choice really is between having (a) a cooperative symbiotic network orientated industry; or (b) a situation where there is cutthroat destructive anticompetitive behaviour with the various competition laws being applied when the regulator comes round to doing so; or (c) the continuation of the current constant rent seeking and regulatory arbitrage that we have.
 
Why do you say they are worthless?

I have had nothing but trouble with service, 3G offline every other day. I have a fault logged but nothing has changed in 2 years. The Base Station dies and stays dead for over week....

And judging by the number of people who have stopped using TM in our area I am not alone.
