MTN's VoIP Policy?

Just wondering if anyone knows the current status with regards to VoIP on the MTN network? The last I heard they could charge R21/mb if they wanted, but that was 2 years ago, and I haven't read anything further.
 
I think the policy's still technically in place but not enforced in any way.
