Is there a network out there that offers a huge cap LTE solution that can be used via multiple sim cards / devices?

We have a client that has fibre at several of it's locations. They're expanding and need service at several temporary sites, where there is LTE coverage, but where it's not viable to run fibre or install fixed wireless.

Basically, they want to VPN back to the main office and connect their phones on site back to the IP PBX at the main office.
 
Cell C double data 40+40 R199p/m contract comes with LTE-A router and up to 10 SIM can be setup free on the same account. More SIM possible at extra charge.

As for PBX, I don't know. I think you don't need extra SIM's in such case.

Whats your definition of huge? Telkom Mobile is R1700 for 200GB and its about R10 per additional SIM up to total of 5.
 
3TB at least.

Have you contacted their current provider to see if they offer any wireless solutions for connectivity back to HQ? Depending on the total number of sites and the current services you might be able to get a decent overall connectivity deal which includes DSL, Fibre, P2P Links, LTE etc. even a hosted PBX with decent latency than buying everything separate and hoping for the best...
 
The big providers offer this - they just don't advertise it.

My former employer had hundreds of uncapped VC simcards back in 2012 already.
