Can somebody tell me if only one FNO gets authorisation for laying cables in a MUD, or can all FNO's in the area be considered?

Ask you HOA. They were approached with a deal and sold this "contract". They probably get theirs for free.Makes sense, but I don't think it is always the case! Our complex only has one FNO supplying all the units, resulting in a momopoly and ultimately affecting pricing!

That part can be challenged legally, it's a grey area legally speaking.You can have as many FNO's as you want, unless the HOA/BC signed some sort of exclusivity agreement. The issue is usually getting more than one FNO to lay fibre in the complex as the economies of scale might not be favourable to them. It will probably depend on who owns the ducts the current FNO lay their cables.

Pretty accurate.In most cases it won’t be viable for another FNO to retrench and reinstate paving etc within complexes, where another FNO already has a 70 or 80% uptake withing existing residents.
what would the reason be to have multiple FNOs in the complex?
I have seen this and been involved in 3 estates that have done this, all that happens is 2 different FNOs damage backbone and last mile infrastructure continuously, making end users irate because you now have 2 FNOs "who are not reliable work properly"
