Fair point, but the poor guy was expecting to actually use all that data MWEB said they would give him. Is PaulPorter's problem unique, or is it all 384k users getting this speed during the day? I don't know, 2Kb/s is more than just slow... its pointless.

I was considering it, and it just doesn't work out: I'm on a 4mbps line and I average about 60Kb/s during the day, which is roughly 15% of my line speed, 2Kb/s on a 384 line is 0.05% of line speed. Something wrong, either with the individual line or MWEB's shaper is very bias (or, i'm sucking at my math skills). Either way, I don't think the response from MWEB was sufficient.

I assume you mean 60 kB/s (case matters). Your maths are incorrect, but not your conclusion.

60kB/s / (4096/8) kB/s * 100% = 11.7%

2kB/s / (384/8) kB/s * 100% = 4.17%

I also get speeds in the region of round about 60 kB/s during the course of the day (sometimes more, rarely less), so yes, this looks low to me as well.
