When (if?) the latency nightmare is finally sorted out, then having DNS & SMTP in CT should help keep things smoother.

Off topic: Obviously its not so easy to move POP to CT, since this would involve duplicating e-mail storage. (SMTP is just a relay, it doesn't store the contents). Having pop and smtp servers in different cities is a bit weird, but it should work transparently...
 
POP actually used to be in CPT. Moving it to JHB was a precursor to the network rollout to put it closest to the largest concentration of users. If you consider how many clients we have in total (not just ADSL) and with many of them having multiple mailboxes it's a massive undertaking to move anything like that around and I think any kind of North South split of it would be extremely complex and probably not cost effective if you have to consider the duplication of mass storage solutions etc.
