Yea, it does help. Resyncs your connection etc. To add an analogy think of a windows update, you can't use the update until you restart your pc, its kinda the same when an ISP changes some things on their network, you will only experience the changes once your line is reset.

My line seems to be going good, on a 512kb/s connection, DL going at 47.9kb/s ... thats 74.8% pretty good.

Speeds are no different yet... will reset my router just now. My latency issues are fixed though, so thanks.

Speed is limited by shaping, while latency is a function of congestion. You can have a fast line with long latency, ot vice versa.

Most likely just naural decrease in traffic after 11pm:

Once that JINX graph goes below 400Mbps I have noticed many P2P users report their speeds double to 200Kbyte/sec. (Obviously JINX is not the same as MWeb, but this chart does give an idea of traffic usage).
