Empie I had the same issue a few months back. Asked mweb to reset my account and it worked. Things were fine on both sides and I had tried many different clients. Couldnt even ping the newshost server, just timed out

I'm experiencing this EXACT same issue! I also assumed it was due to the "undersea cable issue", but my colleagues with uncapped mweb accounts have no problems downloading from the mweb news server at full speed. I moved from Telkom so I have a brand-spanking-new mweb uncapped account that isn't even 2 weeks old. What a way to greet new customers, mweb! Never thought I'd miss telkom (shudder)
I use SABNZBD newsreader and the "news.mweb.co.za" server (server name, not ip) with port 119. Connection tests are successful and I can see that connections are indeed established. Problem is I'm stuck at 0kb/s and it just stays like that! The most I've been able to download via news server in the last 1.5 weeks was 80mb (as in megabytes), which would be great if I wanted to download a few Windows 95 desktop themes, but alas, that is not the case.
Can anyone give me any sort of advice? Who do I talk to regarding this issue?
EDIT: I only download after hours (6pm to 6am), so I don't think I'm being throttled. Couldn't move a single kb of data through the mweb news server last night - newsreader was running all night long
I finally got 1 connection to download at a decent speed yesterday. But it only lasted for 3 hours or so, then it dropped and when it connected again it was stuck again at 0Kb/s. Been reseting my router regularly since seacom issues has been resolved. Torrents are also dragging at 2 to 3Kb/s... at best. Its only browsing thats decent, although I do get the 'connection timeout' every now and then.
With Seacom fixed up, are there anything else I should do (like reseting something) to maybe make it work? If seacom was the issue...
Right at this moment? 0Kb/s. Yesterday for that 3 hours it ran at 30Kb/s or so, but only on 1 connection. The rest were still at 0Kb/s.

Got ponged 100%. However, using the IP doesn't work either. Still at 0Kb/s when it's not dropping connection every 5 seconds.
Mine is working ok. Did you leave your user name and password field blank, as well as set connections to 1?
I'm gatvol of the news server issues...
Haven't been able to connect to the news server for almost a month now, but before seacom went down, it was fine!
All the 'mweb guys' tell me is that their testing area works fine.
