Mweb news server throttled?

I've just started a new Mweb acc, "uncapped" 384k, my downloading is only done through the mweb news server through grabit but that is throttled to zero currently!! Is this right? Its only local data.

that REALLY sux!!! especially that its local only and doesn't touch the international bottle-necking! What gives? Now that Mweb is running on open peering, shouldn't there be less problems? or should I say less need to throttle the life out of us?

Most ISP throttle news servers during the day.

And for the news server its not really local content unless its cached.
